It is now more than a year since Anders Behring Breivik gunned down 69 men and women on Utoeya Island and killed eight others in a bombing in Oslo. According to the results of an independent inquiry presented to Norway Prime Minister Jens Stoltenberg, police could have prevented the attack in the capital and caught Breivik faster.
